我国自贸试验区建设的总体态势及未来重点发展方向

摘　　要：我国已相继部署建设了五批18个自贸试验区,形成了海陆沿边统筹、东西南北中兼顾、由点及面的雁阵型全方位开放新格局。同时,这些自贸试验区有不同的重点建设方向与特色,制度创新的核心优势日益凸显,新片区特殊经济功能区作用逐渐突出,且更加注重地区发展定位与政策设计相结合。未来应赋予自贸试验区片区管理机构相应的省级及市级经济管理权限,使其具备更大改革自主权;进一步加强对21世纪新议题的研究、对接和试验,并重点研究服务贸易、数字贸易、投资安全、金融开放等领域的开放措施及事中事后监管措施;进一步凸显制度红利对产业升级的促进作用,增强企业获得感;形成常态化的制度创新路径和机制。China has deployed and constructed five batches of 18 free trade pilot zones( FTZ),forming an all-round opening-up new pattern,with the land and sea integrated,all parts of China involved and,from point to area,a flying-geese pattern formed. At the same time,these pilot free trade zones have different construction directions and characteristics,in which the core advantages of institutional innovation are increasingly prominent,the role of special economic functional areas in the new zone is gradually prominent,and more attention is paid to the combination of regional development positioning and policy design. In the future,it is necessary to give the corresponding provincial and municipal economic management authority to the regional management organizations of the pilot Free Trade Zone,so as to enable them to have greater reform autonomy;to strengthen the research,docking and testing of the 21 st century issues,especially focusing on the open measures and post event regulatory measures in the fields of service trade,digital trade,investment security,financial opening,etc.;to further highlight the role of institutional dividends in promoting industrial upgrading as well as to enhance the sense of enterprise acquisition;and to form a normalized path and mechanism for policy innovation.
