摘　　要：目的了解上海市卫生系统职工代表大会运行现状、发现问题,并提出相应建议。方法运用问卷调查和知情人访谈法了解各单位职代会运行情况,职工对单位职代会运行评价,单位党、政、工在职代会作用发挥等。结果有91.2%的单位一年至少召开两次职代会;职工代表构成中,一线职工代表占比78.7%,中、高层管理人员代表占16.9%;有98.2%的单位党组织为职代会运行提供政治、思想和组织保障,所有调查单位的行政在经费使用、会务场所等方面都给予职代会支持;职工对本单位职工代表履行职责情况满意度达97.2%。结论上海卫生系统单位职代会总体运行情况良好,能较好的发挥职代会在医院民主管理方面的作用,对存在的问题,建议规范职代会召开流程、加强单位党政工与职代会的紧密联系、推行职工代表巡视监督机制等措施。Objective To understand the operation status of workers’ congress of the health system in Shanghai,find out the problems,and give relevant suggestions. Methods We use questionnaire survey and informant interview to understand the operation of workers’ congress in different units,the employees’ evaluation of the operation of workers’ Congress,and the roles played by the Party,the administration and the Labor Union. Results 91. 2% of the institutions hold workers’ congress at least twice a year. On the composition of staff representatives,the first-line staff representatives account for 78. 7%,middle and senior management representatives account for 16. 9%. 98. 2% of the Party organizations in the institutions provide political,ideological and organizational guarantees for the operation of the congress. The administrations of all institutions surveyed give support to workers’ Congress by providing funds,meeting venues and so on. Employees’ satisfaction with the performance of their staff representatives reached 97. 2%. Conclusion The general operation of the workers’ congress of the institutions in the health system in Shanghai is good,and it can play a better role in the democratic management of hospitals. It is suggested that the procedures of workers’ Congress should be standardized,the close relationship between the Party,administration,Labor Union and workers’ congress should be strengthened,and the inspection and supervision mechanism of staff representatives should be implemented.
