农村生活垃圾“公地悲剧”现象的时空演变与治理应对——以云南省Q镇为例

摘　　要：农村生活垃圾治理问题具有明显的时代特征,与社会经济发展水平、人们的思想认识、资源利用情况、生产生活方式密切相关。当前,农村生活垃圾"公地悲剧"现象突出,成为影响农业农村发展的突出问题。回溯农村生活垃圾的特征及变化,从"公地悲剧"理论出发分析其原因,指明面对的历史机遇,目的在于为农村生活垃圾的有效治理提供有益探索。Rural domestic waste problems has obvious characteristics of the time, and is closely related to the level of social and economic development, people’s ideological understanding, resource utilization, and the mode of production and life. At present, the "tragedy of the commons" phenomenon of rural domestic waste is prominent, which has become a major problem affecting the agricultural and rural development. This paper aims to provide beneficial exploration for the effective management of rural household waste through reviewing the characteristics and changes of rural domestic waste, analyzing its causes from the theory of "tragedy of the commons", and pointing out the historical opportunities.
