关于公安机关事权划分与机构设置的思考

摘　　要：科学界定和划分公安机关事权,合理设置公安机构,对整个公安工作发展和改革具有十分重要的意义。过去相当长一段时间,公安机关在事权划分方面存在事权不明、警察职能相互交叉、机构设置不能合理等问题,对提高公安机关的工作效率和战斗力造成了一定程度的影响。鉴于此,必须进一步明确公安机关的职责范围、首要任务、职权职责,进一步规范公安机关的机构设置,同时把公安队伍的专业化、职业化、法治化和正规化建设作为战略性和前瞻性的工作。It is of great significance for the development and reform of the whole public security work to scientifically define and divide the powers of public security organs and reasonably set up public security organs.For quite a long time in the past,there were some problems in the division of public security organs’powers,such as unclear powers,overlapping police functions,and reasonable organization,which had a certain impact on improving the efficiency and combat effectiveness of public security organs.In view of this,it is necessary to further clarify the scope of responsibility,primary task,authority and responsibility of the public security organs,further standardize the institutional setting of the public security organs,and take the professionalization,professionalization,legalization and regularization of the public security team as a strategic and forward-looking work.
