5G时代海南省互联网农业小镇的数字乡村发展路径探析

摘　　要：建设数字乡村是新时代中国农业农村经济发展的重要战略。2019年9月海南省在全国率先实现5G县县通。2015年海南省率先开展互联网农业小镇建设工作,已启动或建成20多家互联网农业小镇,积累了宝贵的经验成果。本文通过分析国内数字乡村建设的政策现状及形势、数字农业应用开发现状和海南省互联网农业小镇的发展现状,从物联网和AI智能建设、提高农村电网效率、提高农村信息网络建设水平、建设云数据中心、完善数字土地监管、创新农村流通服务体系、加强数字农业科技创新、建设智慧绿色乡村、推进乡村网络文化管理、推进乡村治理能力信息化、一体化布局城乡融合发展方面,提出在互联网农业小镇建设成果上推进数字乡村发展的对策建议,为新时代乡村振兴探寻可借鉴的发展经验。The construction of digital countryside is an important strategy for the development of China's agricultural and rural economy in the new era.In September 2019,each county in Hainan can access to 5G.In 2015 Hainan Province took the lead in carrying out the construction of Internet agricultural towns,and has since started or built more than 20 Internet agricultural towns,which is a valuable experience and achievement.The situation and the policy of digital rural construction in China,the application situation of digital agriculture and the present situation of the development of Internet agricultural towns in Hainan Province were analyzed,and some suggestions for the development of digital villages based on the construction of Internet agricultural towns were put forward from the aspects of the intelligent construction of the Internet of things and AI,improving the efficiency of rural power grid and construction level of rural information network,building cloud data center,perfecting digital land supervision,innovating rural circulation service system,strengthening digital agricultural science and technology innovation,building intelligent green villages,promoting rural network cultural management,promoting rural governance ability informatization,and integrated development of urban and rural areas.This might provides some reference for the revitalization of rural areas in the new era.
