新时代乡村振兴战略与“三农”问题研究

摘　　要：研究新时代乡村振兴战略,必须理解中国三农问题的历史演变脉络及其独特性,特别是深刻认识中国三农问题发展的历史逻辑和现实背景。充分考虑乡村振兴战略所涉及的各类资源要素的特殊性,研究资源要素-资产转换机制问题的有效构造,是乡村振兴推进及战略目标实现的重中之重。而要制定有效解决资源要素向资产转换的政策,关键是要理解各类要素-资产转换(包括不同要素之间的交互作用关系)的内在机理,特别是动力机制和障碍因素。基于“要素-产业-资产”转换的基本框架,揭示新时代乡村振兴与三农问题统筹整合的内在机理和影响因素,探求我国新时代乡村振兴与三农发展的最优路径和管理模式,以为中国乡村振兴战略目标的实现及质量提升提供科学依据和政策建议。乡村振兴战略整体上看是一个农民、农业与农村联动问题,从“三农”问题统筹整合的视角进行制度设计和政策调整具有更重要的价值和意义。To study the rural revitalization strategy in the new era,we must understand the historical evolution of China’s agriculture,rural areas,and farmers issue and its uniqueness,especially to have profound understanding of the historical logic and realistic background of the development of China’s three rural issues.Fully considering the particularities of various resource elements involved in the rural revitalization strategy,to study the effective construction of the resource element￣asset conversion mechanism is the top priority for the promotion of rural revitalization and the realization of strategic goals.In order to establish a policy that effectively addresses the conversion of resource elements to assets,the key is to understand the internal mechanisms of various types of elements￣asset conversion(including the interaction between different elements),in particular the dynamic mechanism and obstacle factors.Based on the basic framework of“factor￣industry￣asset”conversion,revealing the internal mechanism and influencing factors of rural revitalization and the coordinated integration of three rural issues in the new era,exploring the optimal path and management Model of rural revitalization and three rural development in the new era,so as to provide scientific basis and policy suggestions for the realization of the strategic goals and quality improvement of China’s rural revitalization.As a whole,the rural revitalization strategy is a interaction issue of farmer,agriculture,and rural areas..Institutional design and policy adjustment from the perspective of the coordinated integration of“three rural issues”have more important value and significance.
