摘 要:目前,我国400余座露天煤矿煤炭产量达7.1亿t,占煤炭总产量的20.8%。针对露天煤矿开采对固体环境、水体环境、大气环境和生态环境带来的综合性影响,提出,采用绿色开采技术是解决露天煤矿生态环境问题的根本途径,对露天煤矿绿色开采的概念和内涵进行了界定。根据我国露天煤矿现状,认为,应加强露天煤矿绿色开采理论研究,实施绿色开采一体化技术,对露天煤矿破坏生态环境的机理开展研究,建议露天煤矿应采取闭坑治理等系列绿色开采技术,提出露天煤矿5项绿色开采原则,建议用“土地置换原则”及“土地扰动系数”破解露天煤矿土地征地困局,建立露天煤矿“绿色度”评价指标体系和评价模型。At present,the coal production of more than 400 open-pit coal mines in China reached 710 million tons,accounting for 20.8%of China's total coal production.In view of the serious comprehensive impacts brought by open-pit coal miming on the solid environment,water environment,atmospheric environment and ecological environment,the author put forward that green mining technology was the fundamental way to solve the ecological environment problems of open-pit coal mine,and defined the concept and connotation of the green mining of open-pit coal mine.According to the current situation of open-pit coal mine in China,the author held the views that it was necessary to strengthen the theoretical research on the green mining of open-pit coal mine,implement green mining integrated technology,focus on the mechanism research of open-pit coal mine damaging the ecological environment,the author suggested a series of green mining technologies such as closed pit control should be adopted in open-pit coal mines and raised five green mining principles of open-pit coal mine,and the author also suggested using the principle of"land replacement"and the theory of"land disturbance coefficient"to solve the land acquisition problem of open-pit coal mine,and establishing the evaluation index system and evaluation model of"green degree"of open-pit coal mine.
