摘　　要：科技的持续进步离不开统筹科技资源这一项工作,而这也是推动区域经济发展的必要措施。在整个西北地区,西安在科技方面已经沉淀了较为成熟的技术,具有明显的科技优势。此时,必须要注重科技与经济社会之间的均衡性,最大程度地发挥出科技资源的优势。但当前依然存在明显的问题,总结有:科技资源重复购置问题明显;资源分散性较强,彼此之间无法达到良好的融通状态;完善的科技创新体系有待形成。在此背景下,政府必须发挥出职能作用,对科技资源进行合理配制,建设人才成长平台,推动专业化人才队伍的快速形成。The continuous advancement of science and technology is inseparable from the overall planning of science and technology resources,and the latter is a necessary measure to promote regional economic development.Throughout the northwestern region,Xi’an has already accumulated relatively mature experiences in science and technology and has distinct technological advantages.At this stage,we must pay attention to the balance between technology and economy in order to maximize the advantages of scientific and technological resources.However,there are still obvious shortcomings at present,which could be concluded as follows:the problem of repeated procurement of scientific and technological resources;the resources are highly dispersed,and there is a great lack of integration between them.Under such circumstances,a sound technological innovation system needs to be established.Under such a background,the government must play a functional role in the rational allocation of scientific and technological resources,and to construct platforms for the advancement of human resources as well as the formation of specialized talents.
