摘　　要：本文运用DEA-SBM模型,通过建立战略性新兴产业专利运营效率评价指标体系,选取中国30个省(市、区)2016年数据进行对比分析,发现各省(市、区)战略性新兴产业专利效率参差不齐且成果转化阶段效率与研发阶段效率不一致,两阶段中都存在投入冗余与产出不足的现象,专利运营效率与地区发展水平之间没有体现出明显的一致性。各区域应因地制宜进一步增强新兴企业专利运营及产业化能力、推进专利交易与成果转化有效机制、向参考标杆学习并推动本地创新、完善专利运营服务平台建设以推进运营效率的提升,从而推进战略性新兴产业持续健康稳定的发展。By using the DEA-SBM model for establishment of strategic emerging industry patent operation efficiency evaluation index system,the paper selects the data of 30 provinces and cities in China to analyze.The paper finds that the efficiency of patent operation of strategic emerging industries in various provinces and cities is not good.The efficiency of the transformation stage is inconsistent with the efficiency of the research and development stage.In both stages,there is a phenomenon of input redundancy and insufficient output.There is no obvious consistency between the patent operation efficiency and the regional development level.All regions should further improve the patent operation and industrialization ability,promote the effective mechanism of patent transaction and achievement transformation,learn from reference benchmarks,promote local innovation,improve the construction of patent operation service platform,and promote the efficiency of patent operation,thereby promoting strategic emerging industries continue to develop in a healthy and stable manner.
