摘 要:老龄化、高龄化浪潮席卷全球,老年人的健康风险增加,建立长期护理保险以应对失能风险成为许多国家的共识。考虑到长期护理保险自身的特征和我国人口老龄化趋势,统账结合的部分积累制是长期护理保险制度的理性选择。但是,与现行基本医疗和养老保险制度不同的是,长期护理保险制度可以采取分阶段缴费的筹资模式,同时还可以采取个人账户不可继承的做法,以增强互助共济性。此外,促进个人账户向家庭账户转变,并明确政府的有限责任,都有助于实现长期护理保险制度公平、可持续发展。In the global context of aging,health risks of the elderly are increasing.It has become the consensus of many countries to establish long-term care insurances.Combined with the characteristics of long-term care insurance and the current aging situation of China's population,China is suitable for the establishment of a combination of long-term care insurance system.However,different from current basic medical care and endowment insurance,the financing mode of phased contribution can be established when a long-term care insurance system is built,and the inheritance of individual accounts can be cancelled,promoting the transformation of individual accounts into family accounts.At the same time,the financing mode of phased payment should be established,and the limited responsibility of the government should be clarified to ensure the fairness and long-term stability of a long-term care insurance system.
