摘　　要：动产融资是缓解中小企业融资难融资贵的新型融资方式,在中小企业发展中发挥着重要作用,如能解决信息不对称问题、监管商业银行对中小企业的信贷行为、降低中小企业融资成本等。针对当前中小企业动产融资存在的问题,应当推动线上动产融资业务模式扩面提速,促进政府采购线上动产融资业务推广,处理好动产融资数据信息的共享和保护。同时建议增加企业动产等资本进入信贷市场、加快"政府采购线上融资"业务与"动产融资服务平台"对接,实现全国各地采购合同和中标信息推送,有效解决信息不对称问题,科学管控中小企业动产融资利率水平,带动降低融资成本。Chattel financing is a new financing method to alleviate the difficulty and high cost of financing for small and medium-sized enterprises(SME).It plays an important role in the development of small and medium-sized enterprises,such as solving the problem of information asymmetry,regulating the credit behavior of commercial banks to small and medium-sized enterprises,and reducing the financing cost of small and medium-sized enterprises.In view of the current problems in the chattel financing of small and medium-sized enterprises,we should promote the expansion and acceleration of online chattel financing business model,promote the development of online chattel financing business of government procurement,and deal with the sharing and protection of chattel financing data.At the same time,it is suggested to increase the access of chattel capital and other capital to the credit market,speed up the connection of"online financing of government procurement"business and"chattel financing service platform",realize the push of procurement contracts and bid-winning information across the country,and effectively solve the problem of information asymmetry.
