海南自由贸易试验区政策发展评价——基于151件政策文本的量化分析

摘　　要：政策量化研究可为海南自贸区建设进程的把握和后续政策的调整提供参考。将政策文本转换为数字资料,构建"时间-主体-目标-工具"的政策量化分析框架,通过语义分析,对2018年4月至2019年3月间海南自贸区建设中出台的相关政策文本进行量化分析,从而对海南自贸区政策发展情况进行评价。结果表明,海南自贸区建设和发展现状总体良好,但还存在着市县和基层动力不足、政策协同较弱、市场和社会需求尚未激发等问题,未来的政策调整需重视战略层面政策工具的应用和政策协同机制的建设。A quantitative approach to policy research can provide reference for supervising the process of the construction of Hainan Free Trade Zone and the adjustment of follow-up policies.The policy text is converted into digital data,and a quantitative analytical framework of policies is constructed as the model of"time-subjecttarget-tool".The semantic analyses are conducted to explore the quantitative characteristics of relevant policy texts issued in the process of building Hainan Free Trade Zone from April 2018 to March 2019 so as to further evaluate the policy development of Hainan Free Trade Zone.The results show that the status quo of Hainan Free Trade Zone construction and development is good,but there are still problems such as insufficient impetuses of cities,counties and grassroots,weak policy collaboration,and inactivated market and social demands that haven’t been stimulated yet.In terms of future policy adjustments,great importance should be attached to the application of strategic policy tools and the construction of policy collaboration mechanisms.
