加强武警部队化学事故应急救援能力建设策略——江苏响水"3·21"特大爆炸事故剖析

摘　　要：本文简要总结了武警部队参加江苏响水"3·21"特别重大爆炸事故救援行动完成的主要任务,分析了完成任务的原因和不足,从提高部队化学事故应急救援能力和策略上,提出了要发挥专家队伍救援研究指导作用,积极搞好救援战备体系建设,大力加强救援实战化训练,进一步加强人才队伍建设、注重加强装备配套建设等五条建设策略,具有较强的针对性和前瞻性。Through summarizing the major tasks completed by the People's Armed Police Force(PAPF)when participating in the rescue of the"March 21"special explosion in Xiangshui,Jiangsu Province,this article analyzes the strengths and shortages of PAPF's response.To improve the capability and strategies of armed force in responding to chemical accidents,five suggestions are put forward.The expert team should play the guiding role in rescue research.The rescue system should be established and improved.Practices and drills should be strengthened.The team construction should be reinforced.Equipment should be supported.
