摘　　要：针对当前“放管服”改革背景,分析了现有招投标代理机构评价体系的不足。遵循评价体系的建立原则,用定性和定量相结合的方法,确定了各项评价指标,并由此构建一套针对招投标代理机构的评价指标体系。阐释和比较常用的分析方法,确定采用主成分分析法和TOPSIS法相结合的分析方法作为数据分析法,为采购人评价及选择合适的招投标代理机构提供了具体的评价方法。In view of the current reform background of“delegate power,streamline administration and optimize government services”,an analysis of the shortcomings of the current evaluation system of bidding agency was made.Following the establishment principle of evaluation system,with a combination of qualitative and quantitative methods,the evaluation indexes are determined.And a set of evaluation index system for bidding agency is built.After the interpretation and comparison of commonly used analytical methods,the combination of principal component analysis and TOPSIS is determined as the data analysis method.It provides a specific evaluation method for the purchaser to evaluate and select a suitable bidding agency.
