监察体制改革背景下信访制度的困境及对策研究

摘　　要：当前我国信访问题凸显,信访数量居高不下,信访部门责重权轻;访民法律意识淡薄,信访不信法的问题突出,同时信访面临体制不健全的困境。当下我国体制改革进入快车道,破解信访难题,化解信访困境,信访体制改革势在必行。借监察机关改革的大潮,将监察委与信访部门整合;规范信访分流系统;对信访部门进行监督;接访与审查分离,完善信访处理程序,从而进一步对信访制度的转型进行探索,无疑具有积极的意义。At present,the problem of letters and visits in our country is prominent,the number of letters and visits is still high,the responsibility of letters and visits department is light,the legal consciousness of visitors is weak,the problem of letters and visits not believing in the law is prominent,and the letters and visits are facing the predicament of imperfect system.The current system reform in China has entered the fast lane,solve the problems of letters and visits,the petition to resolve the dilemma,it is imperative to reform the system of letters and visits.With the tide of reform of supervisory organs,it is undoubtedly of positive significance to further explore the transformation of the petition system by integrating the supervisory committee with the petition department,standardizing the petition diversion system,supervising the petition department,separating the reception from the examination,and improving the petition processing procedures.
