摘  要:基于中国国家知识产权局专利转让、许可、质押的备案数据,以2008-2017年我国科研院所专利运营活动为分析对象,从专利运营的总体趋势、运营方式、行业及技术分布、产业化速度、技术流入流出特征等多个角度系统定量地分析我国科研院所的技术转移现状。研究发现:自2008年以来我国科研院所专利运营数量快速增长;高技术领域的专利运营活动愈发活跃;价值易于精确评估和实施的应用类技术多倾向于以转让或许可的方式转移;专利转让形式较为灵活,具有更短的产业化时滞;东部省市的科研院所专利运营始终比西部省市活跃。Based on the registration data of patent transfer, license and pledge of the National Intellectual Property Administration of China, making the patent transaction and operation activities of China’s scientific research institutes in 2008-2017 as the analysis objects, the paper analyzes synthetically and quantificationally the characteristics of technology transfer in Chinese research institutes, which includes the overall trend of patent operation, operation mode, industry and technology distribution, industrialization speed and the status of technology inflow and outflow. Results show that the number of patent operations in China’s scientific research institutes since 2008 has grown rapidly;the patent operation activities in high-tech fields have become more active;the applied technologies easy to be accurately evaluated and implemented tend to be transferred or licensed;the form of patent transfer is more flexible, with shorter industrialization time lag;the patent operation of scientific research institutes in eastern provinces and cities is always more active than that in western provinces and cities.
