农村基础设施建设对贫困民族地区减贫的影响——基于内蒙古20个国家级贫困县的实证研究

摘　　要：基础设施建设是地区经济发展的先行条件,也是影响贫困的重要因素。在分析农村基础设施建设对贫困影响理论的基础上,以内蒙古自治区现有未脱贫的20个国家级贫困县为研究样本,运用面板数据模型实证分析了该地区农村基础设施与贫困程度之间的关系。结果表明,教育、医疗卫生及农业基础设施建设能够明显降低当地的贫困程度,具有显著的减贫作用,而交通、通讯等基础设施建设并未有效改善当地的贫困状况,减贫作用不明显,这意味着物质性基础设施的投入对民族地区的减贫效果没有服务性基础设施的减贫效果好。在此基础上,从加大贫困民族地区教育和医疗扶贫的投入力度、加快贫困民族地区农业和信息化服务性基础设施的建设步伐、加强交通基础设施建设与其他要素的相互配合等方面为贫困民族地区的精准脱贫提出应对之策。Infrastructure construction is not only a prerequisite for regional economic development,but also an important factor affecting poverty.Based on the analysis of the impact of rural infrastructure construction on poverty,the paper makes an empirical analysis of the relationship between rural infrastructure and poverty levels in the region through the panel data model with the 20 national poverty-stricken counties in Inner Mongolia Autonomous Region as research samples.The results show that education,medical care,and agricultural infrastructure construction can significantly reduce local poverty,thus having significant effect on poverty reduction,while infrastructure construction such as transportation and communication do not effectively change the situation of local poverty,thus having little effect on poverty reduction.This means that the investment in physical infrastructure has less effect on poverty reduction in ethnic regions than that in service infrastructure.On this basis,we should propose countermeasure embracing the following aspects:continuing to increase poverty alleviation investment in education and medical care,accelerating the pace of agricultural and information service infrastructure construction,and constructing transportation infrastructure in harmony with other factors.
