京津冀协同创新水平测度与提升路径研究

摘　　要：协同创新是推动区域高质量发展、实现动能转换的重要支撑,也是京津冀实现转型突围的原动力。本文从协同基础、协同行动、协同成效和协同环境四个维度构建了“京津冀协同创新指标体系”,对京津冀协同创新水平进行综合评价:京津冀协同创新水平大幅跃升,系统协同度逐步增强;协同基础雄厚,是中国创新要素集聚高地,但津冀与北京落差较大;北京创新要素溢出显著,三地主体日趋融合;空间呈现“中心—外围”格局,北京发挥了核心引领作用;协同环境尤其金融环境亟待改善。三地存在要素流动性差,创新链缺乏产业链支撑,北京对津冀技术辐射潜力尚未充分发挥等短板。本文从构建多元化协作体系、围绕重点产业链布局创新链、完善技术交易机制等方面提出建议。Collaborative innovation is an important support to promote regional high-quality development and realize the transformation of kinetic energy,and also the driving force for Beijing,Tianjin and Hebei to achieve transformation and breakthrough.This paper constructs the“Beijing Tianjin Hebei collaborative innovation index system”from the four dimensions of collaborative basis,collaborative action,collaborative effect and collaborative environment,and comprehensively evaluates the level of collaborative innovation in the region of Beijing,Tianjin and Hebei.This paper puts forward suggestions from the aspects of building a diversified cooperation system,arranging innovation chains around the key industrial chains,and improving technology trading mechanism.
