摘  要:低碳环保成为当今时代的主题,如何有效推动区域碳排放的协同治理对于我国生态文明建设具有重要意义。通过构建碳排放协同治理评价指标体系,采集2012-2016年相关数据,运用复合系统协同度模型,以环境污染严重的京津冀区域为实证对象,对其各子系统碳排放治理的有序度及整体协同度进行测度。结果表明,北京碳排放治理有序度最大,呈现较大幅度的上升态势,协同治理状态最佳;天津有序度居中,波动大,呈现下降趋缓的态势,协同治理状态一般;河北有序度最低,波动幅度较大,协同治理状态较差。由于各子系统有序度差异大,京津冀内部地区间及整体协同度较低且不稳定。在当前情境下,资源利用结构的优化和环境污染的改善能有效提升区域碳排放治理的有序度,加快生态保护与修复、加大环境治理投入、调整产业结构以提升经济发展质量也是重要的促进因素。综合研究结果,提出了优化京津冀碳排放协同治理顶层制度设计、建立区域协同治理经验和资源共享机制、构建区域低碳技术协同创新体系的策略。Low carbon environmental protection has become today’s theme and how to effectively promote the collaborative governance of regional carbon emission is of great significance to the construction of ecological civilization in China.Through constructing a carbon emission collaborative governance evaluation index system and by collecting the relevant data from 2012 to 2016,this study measures the order degree and overall synergy degree of each subsystem’s carbon emission governance by using the composite system synergy model and taking the seriouslypolluted Beijing-Tianjin-Hebei region as the empirical object.The results show that the order degree of carbon emission governance in Beijing is the largest,showing a significant upward trend with the best collaborative governance state;the order degree in Tianjin is in the middle with a large fluctuation,showing a gradual downward trend with a moderate collaborative governance state;and the order degree in Hebei is the lowest with a large fluctuation and the poorest collaborative governance state.Due to the great difference in the order degree of each subsystem,the inter-regional and overall collaborative degree of Beijing-Tianjin-Hebei region is low and unstable.In the current situation,the optimization of resource utilization structure and the improvement of environmental pollution can effectively improve the order degree of regional carbon emission governance,and accelerating ecological protection and restoration,increasing investment in environmental governance,adjusting industrial structure to improve the quality of economic development are also important facilitating factors.
