论社区文化治理公平性原则

摘　　要：按照治理学派的知识方案要义,公平性原则无疑是社区文化治理的逻辑起点乃至支撑杠杆,而这与中外正义理论史和社会正义诉求整体进程具有价值一致性。中国特色社会主义制度条件下的社区文化治理,致力于社区居民充分享有文化参与机会,并获得尽可能提高日常生活质量的基本文化权利,从而为公平性原则奠定了更具优势的文化制度条件。问题在于,何以使得优势文化制度条件转化为社区居民日常文化生存现实,既具理论挑战性,更有实践张力。本文围绕这一议题,非穷尽性地讨论其所涉及的身份平等、资源平等和机会平等,以及延伸性的行动方案关联内容,从而使抽象的一般性命题,在具体义项的具身化过程中呈现其现场操作指向。According to the school of governance,the principle of equity is undoubtedly the logical starting point and even the supporting lever of community cultural governance,which has value consistency with the history of Chinese and foreign theories of Justice and the overall process of social justice appeal.Community cultural governance under the socialist system with Chinese characteristics is committed to residents'fully cultural participation opportunities and obtaining the basic cultural rights to improve the quality of daily life as far as possible,thus laying a more advantageous cultural institutional conditions for the principle of equity.However,how to transform the advantageous cultural institutional conditions into the daily cultural life of community residents,has both theoretical challenge and practical tension.This paper focuses on this topic and discusses the identity equality,resource equality and opportunity equality,as well as the related content of action plan,so as to present the field operation direction of abstract general proposition in the process of embodiment of specific meanings.
