民国后期(1946-1949)山西社会救济与社会福利研究——以山西省社会处为中心

摘　　要：抗日战争结束后,面对山西经济与社会上的各种困局,阎锡山在山西设立社会处并实施了社会救济与社会福利事业,但由于经费困难、人员工作欠佳,加之内战爆发等因素,导致社会救济与社会福利政策的实施收效甚微,未能收到应有的实施效果。从本质上来说,军阀实质的阎锡山也不可能为人民实施实实惠惠的救济与福利政策。At the end of the Anti-Japanese War,facing various difficulties in Shanxi economy and society,Yan Xishan established Shanxi social division and implemented social relief and social welfare,but because of financial difficulties,poor job performances,coupled with the outbreak of civil war and other factors,the social relief and social welfare policies had little effect and failed to achieve their due effect.In essence,It's not possible for Yan Xishan,a warlord,to carry out the real benefit relief and welfare policy for the people.
