提高科技创新效率相关问题研究——基于国家创新体系的视角

摘　　要：面向现代化经济体系建设的战略目标,我国科技在视野格局、创新能力、资源配置、体制政策等方面存在诸多不适应的地方,影响科技创新效率的提升。针对这些问题亟需从国家创新体系视角出发,准确把握科技创新投入的主线和重点,将现有财政投入根据不同类型研发项目的特点分类调整经费预算管理办法;完善科研评价体系,不断深化项目评审、人才评价、机构评估改革;落实科技成果转化各项政策,按照经济要素的特点对科技成果进行配置;提升科技开放合作在新时代扩大开放、改善投资环境中的作用;探索更加灵活的政策体系,共同推动各项政策落地见效。Facing the strategic goal of building a modern economic system,China’s science and technology has a lot of unsuitable places in the field of vision,innovation,resource allocation,and institutional policies which affects the improvement of scientific and technological innovation efficiency.In response to these problems,we need to adjust the budget management method based on the perspective of the national innovation system.We also need to improve the scientific research evaluation system and implement the scientific and technological achievements transformation policy.In addition,we need to allocate scientific and technological achievements in accordance with the characteristics of economic factors;enhance the role of scientific and technological open cooperation in expanding opening up and improving the investment environment in the new era.
