摘　　要：近年来,双边海关合作成为日本海关国际合作最引人注目的发展方向之一。1997年以来,日本双边海关国际合作经历了由东亚、东南亚周边至其他区域国际地区的扩展过程。今天,日本海关合作对象已包含了世界上重要大国、日本周边国家与地区以及日本重要经济贸易合作国家与地区。随着日本双边海关合作的发展,日本海关在行政管理、通关效率、进出口成本等方面也得到了不断改善。考察日本双边海关合作的实践经验,对我国目前打造契合与“一带一路”等重大国家倡议的海关合作体系具有较强的借鉴意义。Over recent years,Japan Customs made remarkable progress in bilateral international cooperation.It has expanded from East Asia and Southeast Asia to other areas of the world.At present,the counterparts of Japan Customs in bilateral cooperation include the leading powers,surrounding countries of Japan and those countries and regions which are Japanese important economic and trade partners.With its development in bilateral customs cooperation,Japan has made constant progress in the efficiency of customs administration and clearance and the reduction of cost of import and export.The investigation of its experience in bilateral customs cooperation can provide some reference to the international cooperation of China Customs under the key national initiatives like the Belt and Road initiative.
