摘 要:改革开放四十年来,石油资源对于社会的发展有着直接的影响,其中海洋石油在石油资源中贡献不断攀升。具有高风险和高要求的海洋石油工程建造项目的成本比普通的工程建造项目高,如何在项目过程中进行成本控制就成了首要的问题。成本管理能反映出项目的综合实际运作水平,是管控过程的核心,也是项目占据竞争优势的关键所在。有效地进行成本过程控制,能够降低石油资源开发的成本以及提升企业的工作效率。因此,在海洋石油工程建造项目过程当中,应该进行项目的成本以及风险管控。探讨了如何在建造项目过程中进行良好的成本过程控制,这关系到项目建设的效果,能促进成本管控和提高项目运行效果,提高企业收益。In the 40 years since the reform and opening up,petroleum resources have a direct impact on the development of society,of which offshore oil has continuously increased its contribution to petroleum resources.The cost of offshore oil engineering construction projects with high risks and high requirements is higher than that of ordinary engineering construction projects.How to control the cost in the project process has become the primary issue.Cost management can reflect the comprehensive actual operation level of the project.It is the core of the management process and the key to the project’s competitive advantage.Effective cost process control can reduce the cost of oil resource development and improve the work efficiency of enterprises.Therefore,the cost and risk management of the project should be carried out in the course of offshore oil engineering construction projects.We will discuss how to carry out good cost process control during the construction of the project,which is related to the effect of project construction,can promote cost management and control,improve the effectiveness of project operation,and improve corporate profits.
