摘 要:政府R&D支持与企业创新资金是推动企业创新效率提升的主要力量。然而由于市场不完全、信息扭曲等原因,两者产生不同的创新产出效果,既“替代”,又“互补”。文中采用随机前沿模型和threshold回归模型,通过对2007—2018年成都高新区内120家上市科技企业的创新数据进行分析,探讨政府R&D支持与企业创新资金对企业创新效率的影响,以及两者发挥作用的最佳范围。研究结果显示,目前国内企业在创新过程中,政府R&D支持对企业创新效率呈负作用,现有政策尚未发挥应有的效应。企业创新资金有助于创新效率的提高,具有推动作用。政府R&D支持产生最佳效应的范围在0.171以上,企业创新资金的最佳范围是0.577~0.664.The government R&D support and enterprise innovation fund are the main power to promote their innovation efficiency.However,due to the incomplete market and the distortion of information,the two have different innovative outputs,which are both“substitute”and“complementary”.Based on the innovation data from 120 listed S&T enterprises in Chendu hi-tech industrial development zone(2007-2018),this paper examined the impact of government R&D support and enterprise innovation fund on enterprise innovation efficiency by using the stochastic frontier model and the threshold regression model.Moreover,the optimal range of their impact has been analyzed respectively.The results show that government R&D support influences enterprise innovation efficiency negatively,and policies do not play role properly.However,enterprise innovation fund can promote their innovation efficiency.The optimal extent of government R&D support is over 0.171,and enterprises’innovation fund is 0.577 to 0.664.
