摘  要:为评估虚拟电厂参与电网有功调度的效果,本文根据构建指标体系的一般方法和原则,结合虚拟电厂的特点和功能,参考现有传统电厂评价体系,从可靠性、经济性、可调度性三方面提出了由7项指标构成的综合评价指标体系。其中,可靠性指标考虑虚拟电厂中可再生能源出力的不确定性及电网的平衡控制能力,通过对可调资源构建三状态转移模型、采用状态持续时间抽样法进行抽样模拟并计算,经济性指标和可调度性指标定义相应公式进行计算。为验证本文提出的指标体系的可行性及合理性,最后以河南某区域电网为例构建由风光水储组成的虚拟电厂,并根据历史运行数据计算其参与调度的基准指标,通过与实际调度周期内指标比较,根据得分验证虚拟电厂在不同场景下调度效果的优劣。结果表明本文所提综合评价指标体系与传统电厂相比更符合虚拟电厂的功能和特点,对促进可再生能源与电网协调发展具有一定的参考意义。To evaluate the effect of virtual power plant( VPP) participating in active power dispatching,this paper proposes a comprehensive evaluation index system including 7 indexes. The system consists of three aspects: reliability,economy and schedulability,which referring to present evaluation systems of traditional power plant. And the system is based on general principles of constructing evaluation index system with characteristics and functions of VPP. For reliability indexes,output uncertainty of new energy in VPP and balance control ability of power grid are considered to build a three state transition model for controllable resources in VPP,and calculation is finished by simulation sample using state duration sampling. For economy and schedulability indexes,corresponding definitions and formulations are given. A regional power grid in Henan province is taken as an example to provide VPP composed of wind power,photovoltaic,small hydropower and energy storage. To verify the rationality and effectiveness of the proposed evaluation system,VPP with different energy storage capacity represent VPP with different power supply,then standard evaluation of the VPP participating in dispatching is put forward through the evaluation system. Comparing it with the practical evaluation,the standardized score reflects whether the effect of different VPP is good or not. Results show that the proposed comprehensive evaluation index system differs from that of the traditional power plant which reflects characteristics and functions of VPP,and is significant to promote the coordinated development of new energy and power grid to some extent.
