论粤港澳大湾区城市群治理的多层级路径

摘　　要：基于巨人政府理论、多中心治理理论和新区域主义在城市群治理中的实践局限,以尺度重组理论为基础的多层级治理成为当代中国粤港澳大湾区城市群治理的逻辑选择。粤港澳大湾区城市群的空间形成,体现为国家建设空间战略的“再地域化”进程;其城市群的空间发展,是国家治理能力在区域空间生产上的政治建构和区域协同共治的结果。而其城市群的空间建设,则是根据国家治理的现实需要,实施新空间尺度的再重组。具体路径的实现,既遵循一般性多层级治理的操作规则,又彰显统一的民族国家主权区域辖区内,中央政府的政治权威及其在纵向垂直中的协调作用,从而在三类层级治理模式的自主选择中,提升湾区城市群建设的治理绩效。With the practical limitations of the Giant Government theory,the Polycentric Governance theory and the Neo-regionalism theory in urban agglomeration governance,the modern urban agglomeration governance of Guangdong-Hong Kong-Macao Greater Bay Area should stick to a logical selection with a multi-level governance which is based on the dimensional restructuring theory.The space of the urban agglomeration of Guangdong-Hong Kong-Macao Greater Bay Area is manifested by the“re-localization”process of national construction space strategy;and the space development of urban agglomeration is an outcome due to the national governance found in the political construction and regional coordination of regional space construction.The space construction of urban agglomeration,on the other hand,has to be in line with the reality of national governance and implement the recombination of new space dimensions.The realization of specific paths abides by the operation rules of general multi-level governance and manifests the central government's political authority and its coordinating role of vertical structure within the sovereignty of a unified national state.Therefore,when it comes to the autonomous selection of level-3 governance mode,the governance performances of urban agglomeration constructions in the bay area can be improved.
