摘  要:科技创新驱动高质量发展背景下,科研完全项目制是提高科技管理能力的一种有效机制,从国内大型国有油气企业试行科研完全项目制的效果和问题出发,结合科研完全项目制的特点,对油气企业科研完全项目制管理适应性进行分析,提出了市场化条件下科研完全项目制管理的制度框架设计,并指出了分阶段实施路径。研究结果表明:①油气企业在实施完全项目制时存在着对科研项目的组织体系、内控制度、财务核算制度、考核制度方面不适应的情况;②应在项目管理理论、项目集成管理理论、科研项目管理等相关理论基础上,综合考虑项目组织机构扁平化或矩阵式、项目全要素成本核算、项目监督与沟通机制、大数据时代信息化手段、项目绩效评估与激励等标准要件,构建起市场化条件下的完全项目制的管理制度;③根据"油公司"体制特征以及"油公司"体制下的科技管理阶段式发展路径,分阶段逐步实现从准完全项目制向完全项目制的演进。结论认为,油气企业应以科研完全项目制为核心配套实施双序列、成果转化激励等政策,并按照完全项目制的需要完善现有人事、财务、科研等各项管理制度,全面推进科研完全项目管理长效机制的形成。Along with high-quality development driven by technological innovation, a complete management system of scientific projects is just one effective mechanism to improve a management ability. So, this system tried out in domestic large state-owned oil and gas enterprises was firstly investigated. Then, combined with some characteristics, its adaptive ness to oil and gas enterprises was analyzed. Finally, to design its institutional framework under market conditions, such as phased implementation path, was put forward. Results show that (1) when implementing this complete management system, there is no adaptiveness with other organization, internal control, financial accounting, and evaluation systems;(2) it's necessary to set up a management system for this complete system under market conditions by taking comprehensive con sideration of standard elements (e.g. project organization flattening or matrix, full-element project cost accounting, project supervision and communication system, information means in the big data era, and project performance evaluation and incentive) based on related theories (such as project, integrated project, and scientific project management);and (3) for an oilfield company, according to the system characteristics and the staged development path of technological management, an evolution from quasi-complete project system to complete project system shall be realized step by step. In conclusion, these oil and gas enterprises shall comprehensively implement double-sequence and achievement transforming incentive policies with the complete project system as soul, and complete management systems of personnel, finance, and scientific research so as to further form a long-term mechanism in an all-round way.
