摘　　要：随着城镇化建设的不断推进,广播电视和通信等公共设施面临着与日俱增的迁改工作,在此过程中,有些拿到了迁改费用,有些没有拿到迁改费用,还有一些则原地不动造成乱象。在此过程中,政府、企业和公民三者之间的利益如何平衡,以依法行政角度并结合地方实际情况,从个案出发找寻解决的办法和策略。With the continuous development of urbanization, public facilities such as radio and television and communication are faced with increasing relocation work. In this process, some of them get the cost of relocation, while some don’t, and there are also some stand still causing chaos. In this process, how to balance the interests of the government, enterprises and citizens, try to find solutions and strategies from the perspective of administration according to law and from individual cases becomes pretty important.
