摘　　要：区域发展战略是一国培育地区经济增长极和促进区域经济协调发展的重要手段。2009年批准建设的长吉图先导区定位在促进我国沿边开发开放、培育东北经济新的增长极上,然而,2014年以来,东北经济再次出现"断崖式"下滑,国家区域发展战略的有效性再次遭到质疑。本文采用准自然实验方法,利用2003-2016年的面板数据,对国家长吉图先导区战略的经济发展效应进行全面考察。实证分析结果发现,加入相应的控制变量后,长吉图先导区战略对该地区引进外商直接投资、经济增长乃至产业结构升级均有正向的促进作用,而对该地区进出口贸易的促进作用却并未显现,这反映出该地区的产业和产品的国际竞争力依然很薄弱。深度融入"一带一路"倡议,抓住朝鲜对外开放的有利时机,大力支持创新型民营经济发展是实现东北地区产品国际竞争力提升、产业结构加速升级和经济高质量发展的有效途径。Regional development strategy is an important means in fostering regional economic growth poles and coordinating regional economic development. Changjitu Pilot Area, which was approved for construction in 2009, is positioned to promote the development and opening up along the border in China and foster a new growth pole for the northeast economy. However, since 2014, the northeast economy has again experienced a"cliff type"decline, and the effectiveness of the national regional development strategy has been questioned again. This article with the quasi-natural experiment method and the panel data from 2003 to 2016 comprehensively investigates the economic development effect of the national Changjitu Pilot Area strategy. Empirical analysis results show that after joining the corresponding control variable, Changjitu Pilot Area strategy for the region has a positive effect on the introduction of foreign direct investment, economic growth and the upgrade of industrial structure, while it has no effect on the foreign trade of the region, which reflects that the international competitiveness of the industries and products are still very weak in the region. Deeply integrating into the"One Belt and Road"initiative, seizing the favorable opportunity of opening up to the outside world,and vigorously supporting the development of innovative private economy are effective ways to improve the international competitiveness of products in the northeast, accelerate the upgrading of industrial structure and achieve high-quality economic development.
