摘 要:市场化改革是政府联袂市场解决我国公共体育资源供需既有矛盾的主要动力之一,而其根本在于明晰政府角色定位。立足于“有限”“有为”“善治”理念,在梳理公共体育资源配置市场化进程中政府角色历史演变的基础上,对公共体育资源一般属性和特殊属性分析与分类。提出立足于公益性体育产品供给,着眼于有效市场的建立两个方面的政府角色定位;继而审视我国公共体育资源配置市场化改革实践,认为现阶段公共体育资源配置市场化改革中政府的具体角色包括“基本公共体育资源的保证者”“市场化规划者”“制度供给者”“生产组织者”“有限生产者”“质量监督者”与“消费的引导者”等。Market-oriented reform is one of the main motives for the government to solve the contradiction between supply and demand of public sports resources in China,and its fundamental lies in clarifying the role of the government.Based on the concepts of“limited”,“promising”and“good governance”,this paper analyzes and classifies the general and special attributes of public sports resources on the basis of combing the historical evolution of government role in the process of market-oriented allocation of public sports resources.It puts forward that the government role orientation should be based on the supply of public welfare sports products and the establishment of effective market.Examining the practice of market-oriented reform of public sports resources allocation in China,this paper holds that the specific roles of the government in the market-oriented reform of public sports resources allocation at the present stage include“guarantor of basic public sports resources”,“market planner”,“system provider”,“production organizer”,“limited producer”,“quality supervisor”and“consumption guide”,etc.
