摘　　要：构建人力资本投资效率评价指标体系,运用数据包络分析(DEA)方法对皖北地区六地市人力资本投资效率进行评价,并对非DEA有效的决策单元进行投影改进。结果表明:皖北地区综合效率较低,导致人力资本投资产出小,投资利用率低;人力资本投资效率地区差异大,处于离散状态,未形成规模效应;除蚌埠市实现纯技术效率有效外,其他各市纯技术效率均较低,人力资本投资利用程度较差,外溢效应未真正凸显。This paper constructs the evaluation index system of human capital investment efficiency,evaluates the efficiency in human capital investment in six cities of northern Anhui by using data envelopment analysis(DEA),and improves the non-DEA effective decision-making unit by projection.The results show that the comprehensive efficiency of northern Anhui is low,resulting in small output of human capital investment and low utilization rate of investment;there are great differences in human capital investment efficiency among regions,and the investment is in a discrete state without scale effect;except for the efficient pure technical efficiency in Bengbu City,the pure technical efficiency of other cities is low,the utilization of human capital investment is poor,and the spillover effect is not prominent.
