摘　　要：目前,我国在外国人出入境环节的管理逐步形成了较完善的体制,然而外国人在境内居留期间的日常动态管理环节还较薄弱。基层涉外警力不足,长久以来重管控、轻融合,重打击、轻防范,导致外国人聚居社区警务治理效果不佳,存在治安隐患。在我国加大对外开放的时代背景下,基层公安机关应秉持融合理念,增强服务意识,加强沟通交流,消除文化偏见和语言障碍,促进外籍居民融入社区并参与维护社区治安,营造高效、透明、人本、开放的警务治理环境。At present, China has gradually formed a relatively complete system for the management of the entry and exit of foreigners, yet the daily and dynamic managing of foreign residents is still facing many challenges. Local public security agencies endures an acute shortage of police officers, and, for a long time, have been focusing more on controlling and combating crimes committed by foreigners, while neglecting crime prevention and integrating foreigners into the community, which, consequently, impairs policing efficiency. As China continues to expand its opening-up scope, local public security agencies shall lay more emphasis on integrating foreign residents into the community. And with professional service and expedite communication, local police agencies shall involve foreigners into public security maintenance and establish an open, transparent and efficient policing environment for foreign residents.
