“病驾”问题存在原因及对策

摘　　要：近几年,癫痫、精神病患者、器质性心脏病等"病驾"者驾驶机动车导致交通事故的事件很多,严重威胁公共安全。由于疾病本身固有的隐蔽性,"病驾"现象未能被提前发现并制止,存在较大的交通安全隐患。通过分析"病驾"问题存在的原因,提出宣传引导、更换机动车驾驶人是否罹患妨碍安全驾驶疾病申报方式、加强基础信息采集、建立自动报警平台、提高处罚力度等建议,以期从源头上预防"病驾",创造一个良好的交通环境。In recent years, there are many traffic accidents caused by epileptics, psychopaths, organic heart disease and other "sick drivers", which seriously threaten public safety. Due to the inherent concealment of diseases such as epilepsy and psychosis, the phenomenon of "sick driving" has not been found and stopped in advance, which has a great potential traffic safety hazard. Based on the analysis of the causes of "sick driving", this paper puts forward some suggestions, such as propaganda and guidance, change the way of reporting whether the vehicle driver suffers from any disease that hinders the safe driving, strengthens basic information collection, establishes automatic alarm platform and improves punishment, in order to prevent "sick driving" from the source and create a good traffic environment.
