金融新常态与经济新常态的协同发展分析——兼论金融供给侧结构性改革中解除金融抑制的进程

摘　　要：本文以金融抑制为研究主线,并作为经济新常态、金融新常态和金融供给侧结构性改革的结合点,解读金融供给侧结构性改革中解除金融抑制的进程并寻找金融新常态的现实依据,论述金融新常态与经济新常态的协同关系。结论如下:金融供给侧结构性改革效果良好,金融抑制的解除取得显著成效;我国金融发展步入新常态,且中国金融体系和金融发展具有内在稳定性;金融新常态与经济新常态相伴而生,金融新常态既是经济新常态的必然结果,也是经济新常态的客观表现。根据经济发展和金融供给侧结构性改革的历史经验,适应经济新常态、稳步推进金融供给侧结构性改革的建议为:在深化金融改革的同时,突出政府、市场和社会的协同作用;从内外两个角度实施金融供给侧结构性改革;中央和地方在解除金融抑制和深化金融改革时,应充分把控速度和质量,逐步推进金融供给侧结构性改革。Taking financial repression as the main line,and as the joint point of the new economic normal,the new financial normal and financial supply-side reform,this paper interprets the process of removing financial repression in the financial supply-side reform and seeks for the realistic basis of the new financial normal,and expounds the synergistic relationship between the new financial normal and the new normal of economy.The conclusions are as follows:the effect of financial supply-side reform is good,and the removal of financial repression has achieved remarkable results;China’s financial development has entered a new normal times,and China’s financial system and financial development have inherent stability;New financial normal and the new economic normal are accompanied by the new financial normal,which is not only the inevitable result of the new economic normal,but also the objective manifestation of the new economic normal.Based on the historical experience of economic development and financial supply-side reform,the suggestions to adapt to the new economic normal and steadily promote financial supply side reform are as follows:while deepening financial reform,it is imperative to highlight the synergy of government,market and society,and implement financial supply side structural reform from both internal and external perspectives;when the central and local governments releases financial repression and deepens financial reform,it should fully control speed and quality,and gradually promote the structural reform of the financial supply side.
