新型农业经营主体信用评价体系建设助力县域经济发展--以辽宁省为例

摘　　要：农村信用评价体系建设有助于缓解农村信息不对称和农村生产经营融资难,降低农业信贷风险,促进农业现代化发展。以辽宁省农业经营主体信用评价体系建设实践为例,发现区域农村信用评价体系建设普遍存在缺乏相关法律支持和监管,以及信用信息采集相对困难、诚信意识缺失、政府和金融机构多部门合作机制不健全等问题。建议尽快建立有效监管体系,完善农村信用信息数据库建设,建立健全政府多部门合作联动机制,提高农业经营主体的信用水平。It helps to alleviate the rural information asymmetry and the difficulty of financing the rural production and operation, reduce the risk of rural credit, and propel the modern development of agriculture to construct rural credit evaluation system. By analyzing the practice of construction of credit evaluation system for agricultural operating entities in Liaoning province, this article finds that the construction of regional rural credit evaluation system is generally faced with the problems such as:the lack of relevant legal support and regulation,the difficulty of credit information collection, the lack of consciousness of integrity, and the unsound multi-departmental cooperation mechanism between government and financial institutions, etc. It is recommended to establish effective regulation system as soon as possible, improve rural credit information database construction, construct and improve the multi-departmental cooperation mechanism inside the government, and elevate the credit level of agricultural operating entities.
