基于偏离-份额分析法的提升都市工业竞争力研究

摘　　要：发展都市型工业是城市走向国际化的基础。都市工业不仅能吸纳大量劳动力,还能促进传统产业的转型升级。我国都市型工业经过了十几年的发展,并未出现蓬勃发展景象。近年来,伴随着工业企业不断向园区集中,城市工业"空心化"现象日益明显。因此,有必要对此进行研究。本文通过偏离-份额分析法研究了西部中心城市成都的都市工业发展状况。研究发现,虽然从成都全市范围看,成都工业经济成绩突出,但中心五城区的都市型工业对经济增长的贡献相对较小,城市的都市工业竞争力较弱。基于此,本文提出了提升都市工业竞争力的对策,即发展生产性服务业、激发中小企业的创新活力、坚持错位发展、专注于"文化创造"。Developing urban industry is the basis for cities to move towards internationalization.Urban industries not only absorb a lot of labor force,but also promote the transformation and upgrading of traditional industries.The development of China’s urban industry has been pushed forward for a dozen years,but does not show booming.In recent years,industry has been concentrated in industrial zones,and the phenomenon of"hollowing out"of urban industrial enterprises has become prominent.So it is necessary to carry out some research for this phenomenon.This paper studies the development of urban industry in western central city Chengdu with shift-share analysis.The study finds that although the industrial economic performance of Chengdu is outstanding,the contribution of the urban industry in the five central districts to the economic growth is relatively small,and the competitiveness of the urban industry is weak.Based on this,the paper puts forward some countermeasures to enhance the industrial competitiveness of Chengdu:developing productive services,stimulating innovative vitality of small and medium-sized enterprises,adhering to misplaced development and focusing on"cultural creation".
