摘　　要：习近平总书记在庆祝海南建省办经济特区30周年大会上重要讲话和中央12号文件1精神,对海南建设中国特色自由贸易港作出了重要部署,也为海关支持海南建设中国特色自由贸易港提出了新的任务要求。本文针对这一背景,结合海关贯彻落实党的十九届四中全会精神部署要求,聚焦跨境贸易更加便利、风险防控更加精准、区域经济更加活跃的自贸港建设目标,研究提出"一线放开、二线高效管住"海关通关监管模式,并就如何强化保障、防控风险提出相应建议,积极助推海南建设中国特色自由贸易港。General Secretary of the Communist Party of China(CPC) Central Committee Xi Jinping has delivered an important speech at the 30 th anniversary of the founding of Hainan province and the Hainan Special Economic Zone. To follow the guidance of Xi Jinping Thought on the Socialism with Chinese Characteristics for a New Era and the spirit of the Document No.12 issued by CPC Central Committee, China made important arrangements for building Hainan into a free trade port with Chinese characteristics. Therefore, these decisions and plan also put forward new tasks and requirements for China Customs. Under this background, based on the implementation of Customs of the spirit of the fourth plenary session of the 19 th CPC Central Committee, this paper focuses on the development goals of free trade port featuring cross-border trade facilitation, precise risk management and effective Customs control, and dynamic regional economies, and puts forward "the Customs supervision mode which eases Customs control on the first line of the Free Trade Port and has effective and efficient Customs control in the second line". Finally, the paper gives some suggestions to build Hainan Free Trade Port in terms of enhancing trade security and capacity of risk management.
