国家自主创新示范区技术创新资源配置效率研究

摘　　要：基于创新价值链理论,将示范区技术创新过程分为创新研发阶段和创新转化阶段,运用超效率DEA模型测算了19个国家自主创新示范区2017—2018年的技术创新资源配置整体效率、创新研发和转化阶段效率,并利用Tobit模型分析影响效率的关键因素.结果表明:我国示范区技术创新资源配置的整体效率偏低,仍有较大提升空间,技术创新研发阶段效率低于转化阶段效率;不同区域示范区配置效率差距明显,东部沿海示范区整体效率远大于中西部示范区配置水平;合芜蚌示范区研发和转化阶段严重脱节,限制了示范区整体资源配置水平.Based on the innovation value chain theory,this paper divides the technological innovation process of the demonstration zones into the innovation research and developmen(t R&D)stage and the innovation transformation stage.The super efficiency DEA model is used to calculate the overall efficiency of technology innovation resource allocation,innovation research and transformation stage efficiency of 19 national independent innovation demonstration zones from 2017 to 2018.Tobit model is used to analyze the key factors that affect the efficiency.The results show that the overall efficiency of technology innovation resources allocation in China’s demonstration areas is low,and there is still much room for improvement.The efficiency in the R&D phase of technology innovation is lower than the efficiency in the transformation phase.And there is an obvious difference in the allocation efficiency of different demonstration areas.The overall efficiency of the demonstration zones in the east coast is much higher than that in the central and western regions.The R&D and transformation stages of the Hefei-Wuhu-Bengbu demonstration area are seriously disjointed,which limits the overall resource allocation level of the demonstration area.
