摘　　要：在新发展理念背景下,能够更真实、更全面测度我国人类发展水平,在HDI所包含的寿命、教育、收入三个维度基础上拓展了我国人类发展指数的内涵,增加民生和可持续发展两个维度重新构建了中国人类发展指数(CHDI)的指标体系。为了避免现行HDI等权重的主观性,提出了一种基于数据包络分析的乘积形式权重分配模型I-MGP-BOD。利用I-MGP-BOD模型计算出5个分项指数的权重分别为:寿命为0.351,收入为0.267,民生为0.202,可持续发展为0.130,教育为0.050。并利用该权重测度了我国31个省域1990—2017年的CHDI值。结果表明:(1)我国CHDI整体呈上升趋势,但上升速度较慢;(2)四大地区之间CHDI差异显著,东部沿海发展等级高,中、西部地区等级偏低;(3)大部分省域五个维度处于极不协调状态,民生、可持续发展水平较低,对CHDI指数值影响较大。北京、天津、上海3个省域在五个维度上协调发展程度相对较高,2017年人类发展达到极高水平。In the context of the new development concept,in order to more accurately and comprehensively measure the level of human development in China,this paper expands the connotation of China's human development index based on the three dimensions of life,education and income contained in HDI.Increase the two dimensions of people s livelihood and sustainable development and re-establish the index system of China Human Development Index(CHDI).In order to avoid the subjectivity of the equal weight of the current HDI,a product form weight assignment model I-MGP-BOD based on data envelopment analysis is proposed.The I-MGP-BOD model is used to calculate the weights of the five sub-indexes:life expectancy is 0.351,income is 0.267,peoples livelihood is 0.202,sustainable development is 0.130,and education is 0.050.And using this weight to measure the CHDI value of Chinas 31 provinces from 1990 to 2017.The results show that:(1)China s CHDI is generally on the rise,but the rate of increase is slow;(2)The CHDI values--vary greatly among the four major regions,with a high level of development in the eastern coastal areas and a low level in the central and western regions;(3)The five dimensions of most provinces are in an extremely uncoordinated state,with low levels of peoples livelihood and sustainable development and a greater impact on the value of the CHDI index.The three provinces of Beijing,Tianjin and Shanghai have a relatively high degree of coordinated development in five dimensions.In 2017,their human development reached a very high level.
