新时代背景下农村体育治理的现实困境及路径选择--基于公民参与的视角

摘　　要：运用文献资料等研究方法,对新时代背景下公民参与农村体育治理进行研究。认为:公民参与农村体育治理是切实维护人民应有体育权利的重要体现,是满足广大农民体育健身需求的重要途径,是贯彻落实深化村民自治实践的重要内容;公民参与农村体育治理的管理方式碎片化、意愿与动力不足、组织化程度较低、法律法规不健全等是目前面临的现实困境。建议:完善公民参与农村体育治理的管理方式,培育公民参与农村体育治理的意识与能力,提升公民参与农村体育治理的组织化程度,健全公民参与农村体育治理的法律法规。Adopted literature reviews and other research methods,this paper will study civic participation in the rural sports management in the new era.Citizens’participation in rural sports management is an important embodiment of effectively safeguarding people’s sports rights,is an important way to meet the farmers’need of sports and fitness,and is an important content of implementing and deepening the practice of villagers’autonomy;the realistic difficulties is the supervisor mode of citizens’participation in rural sports management is fragmented,insufficient willingness and motivation,low level of systematization,and imperfect laws and regulations.Suggestions:improve the supervisor mode of civic participation in rural sports management,cultivate the awareness and ability of civic participation in rural sports management,improve and perfect the systematization,the laws and regulations of citizens’participation in rural sports management.
