摘　　要：开发区实现高质量发展就是要建高质量高品质的园区。高质量高品质开发区是绿色生态开发区、平安韧性开发区、创新发展开发区和数字智慧开发区。体制创新是开发区的灵魂和动力所在。通过产城融合、集约发展、绿色发展实现开发区高质量发展。抢稀缺的人、抓核心技术、造磁吸环境是园区实现高质量发展的三大抓手。通过实现"四个转变"即要素驱动向创新驱动转变、低成本优势向质量效益优势转变、由粗放制造向绿色制造转变、生产型制造向服务型制造转变,实现开发区转型升级。管理机构市场化、治理结构市场化、管理机制市场化、内部运营市场化、社会管理市场化是新时期开发区发展的必由之路。To achieve high-quality development in the development zone is to build a high-quality park. A high-quality development zone is a green ecological development zone,a safe and resilient development zone,an innovative development zone and a digital intelligent development zone. System innovation is the soul and power of the development zone. Through the integration of industry and city, intensive development and green development, the high-quality development of the development zone can be realized. Gathering scarce talents, mastering core technology and creating magnetic attraction environment are the three key points to achieve high-quality development in the park. The transformation and upgrading of the development zone will be realized through the realization of "Four Transformations", namely, the transformation from factor driven to innovation driven,the transformation from low-cost advantage to quality benefit advantage,the transformation from extensive manufacturing to green manufacturing, and the transformation from production-oriented manufacturing to service-oriented manufacturing. The only way for the development of the development zone in the new era is the marketization of management organization,governance structure,management mechanism,internal operation and social management.
