摘　　要：行政精神是客观存在的,只不过它是一种观念性存在。行政精神是以理性累积的方式形成,并展开自己的丰富内容,记忆成为行政精神形成的隐蔽机制。作为一种观念性存在,行政精神在历史中最先呈现出来的是科学精神。价值精神也成为行政精神不可缺少的一面。价值性与科学性以螺旋式结构、交替上升的形式共同对行政管理实践发挥作用。在实现治理现代化的进程中我们需要同时注重科学性与价值性,在行政管理的建构中,使二者能够有效结合,并找到结合的具体形式。Administration spirit is an objective existing,which is a kind of conceptual existence.Memory becomes a hiding mechanisms of the formation of administration spirit which is based on the way of the rational accumulation,and deploys its rich contents.Administration spirit renders the scientific spirit first in?history as a kind of conceptual existence.Later,value spirit also becomes an indispensable aspect of administration spirit.Value and science play an important role in the practice of administrative management in the form of spiral structure and alternating rise.In the process of realizing the modern process of governance,we need to pay attention to both scientificity and value at the same time,and in the construction of administrative management,we need to combine them effectively and find the concrete form of combination.
