国际援助与国际移民——基于OECD对华援助的动态面板分析

摘　　要：通过构建2000—2015年发达国家对中国的国际援助与中国向发达国家的国际移民数量的面板数据,本文对国际援助如何影响中国劳动力输出进行了实证研究。结果表明,以OECD成员国为代表的发达国家的对华国际援助对中国劳动力向这些国家的移民具有正面的吸引作用。此外,文章考察了援助国的国内经济与政治环境及与受援国的双边经贸关系对上述吸引作用的影响路径。进一步的实证结果表明,援助国多边开放程度及与受援国的双边经贸活跃度都将强化国际援助对国际移民的正面作用,尤其是良好的政府管理效率能够更显著提升其对国际移民的吸引力。By using the panel data of foreign aid from OECD to China and the international migration data from China to OECD during 2000-2015,this paper empirically analyzes the effect of foreign aid on international migration.The empirical results show that foreign aid has a positively attractive effect on the emigrant from China to OECD countries.Further investigation is made concerning the influencing channel of donors’economic and political environment and their bilateral trade relationship with recipient countries.Our analysis shows that the economic openness of donor country together with its favorable governmental administration would greatly improve itsattractiveness for the potential immigrants.
