摘　　要：代中央银行制是笔者通过对中国金融现代化历史理论思考提出的一个概念,特指抗战时期中央银行制度中国化的特殊呈现形态,是战时金融资源高度集聚与集权政体下政府管理模式耦合形成的金融组合体。由四联总处统御包括中央银行在内的主要国家行局,通过战时国家最高金融管理和调控,发挥国际通行中央银行的功能,弥补了战前建立的中央银行的功能缺陷和制度缺失,也成为抗战胜利的金融制度保障。但由于国民政府无法破解政治体制约束下金融制度异化的困境,加之外在诸多恶性因素影响,终归无法提供规范中央银行体制建设所需要的各项条件,致使代中央银行制也仅运行于抗战非常时期,难以持续。Acting Central Bank System is not a specific system name in history and such a concept is never found in the literature.It is the result extracted by the author after considering the historical theory of China's financial modernization.It refers to the special form of sinicization of the central bank system during the Period of War of Resistance against Japan,and the financial combination catalyzed from the special requirement for the highly concentrated financial resources during the war and its coupling with the government management mode under the authoritarian regime.It is an objective existence,the headquarter of Four-joint-banks controlled major national institutions including the central bank,and functioned as internationally accepted central bank based on the operation mode of the national top financial management and control system at wartime.As a result,this practice not only made up for the functional flaws and institutional deficiencies of the central bank,a national bank established before the war but also became the most important financial institutional guarantee for the victory of The War of Resistance against Japan.Because National Government couldn't get out of the dilemma of dissimilation of financial system under the form of government restraint,along with the influence of many external malignant factors,all the conditions required for regulating the construction of the central bank system were unavailable.As a result,the Acting Central Bank System only operated during the harsh times of the War,so it can hardly sustain.
