摘　　要：人口老龄化快速增长和政策发展迫切要求完善老年社会服务体系,当前城市老年社会服务体系建设中的主要问题是社会养老服务体系不均衡,贫困老人社会救助体系不完善,独生子女家庭养老问题突显,老年人社区照顾发展缓慢,老年公共服务产品单一,老年人的维权服务亟需改善,老年社会服务专业人才缺乏等。因此,提出构建完善的老年社会服务体系,要统筹运用社会资源,完善养老社保基金管理,提倡开发式救济,互助式养老,推进家庭、社区、机构养老相融合,完善医养结合、社区照顾服务,培育城市老年服务体系公共管理模式,加强专业化养老服务队伍的建设。从而更好满足社会化养老高质量不断增长的需求,全方位有效改善老年人的生活质量和维护晚年尊严。The rapid growth of the aging population and the development of policies urgently require the improvement of the social service system for the elderly. At present, the main problems in the construction of the urban social service system for the elderly are the imbalance of the social service system for the elderly, the imperfection of the social assistance system for the poor elderly, the prominent problem of the one-child family for the elderly, the slow development of community care for the elderly, the single public service products for the elderly, and the The service for safeguarding rights needs to be improved, and the elderly social service professionals are in short supply. Therefore, it is proposed to build a perfect social service system for the elderly, to make overall use of social resources, to improve the management of social security fund for the elderly, to promote the development of relief, mutual support for the elderly, to promote the integration of family, community and institutional pension, to improve the combination of medical care and community care services, to cultivate the public management mode of urban elderly service system, and to strengthen the construction of professional pension service team. So as to better meet the growing demand of high-quality social pension, and effectively improve the quality of life of the elderly and maintain their dignity in old age.
