摘　　要：为加强化工企业突发环境事件应急预案编制的有效性,研究了环境应急预案编制过程中的关键环节和问题,从预防与应急准备、预警与应急响应、救援与应急措施、应急培训与演练四个方面建立预案有效性评价指标体系,为企业在风险管理和应急能力建设方面提供借鉴。In order to strengthen the effectiveness of the emergency plans for sudden environmental incidents in chemical industries,the key links and problems in the preparation process of environmental emergency plans were studied,a preliminary evaluation index system is established for effectiveness from four aspects:prevention and emergency preparedness;early warning and emergency response;rescue and emergency measures;emergency training and drills.The results provided reference for industries in risk management and emergency response capability building.
