国内政策试点研究热点与发展态势——基于CNKI核心期刊的文献计量及可视化分析

摘　　要：政策试点作为中国全面深化改革的任务和方法论工具有着重要研究价值。基于CNKI核心期刊1992年-2019年收录的1213篇文献,运用CiteSpace文献计量法进行关键词共现、关键词聚类及热点词突现可视化分析,构建了展现政策试点研究脉络的知识图谱。从时间趋势看,政策试点研究发文量紧随国家重大政策试点推行而不断增加;从空间分布看,政策试点热点研究涵盖房产税改革、营改增、排污权交易、新农保等领域,研究视角包括聚焦政策试点触发机制的央地互动视角、揭示政策试点过程“黑箱”的政策运行视角和强调政策试点结果导向的政策扩散视角。未来政策试点研究面临基于中国改革实践提升理论国际话语权和为破解全球发展难题贡献中国特色改革方法论智慧的双重任务。As a task and methodological tool for China to deepen reform in an all-round way,policy pilot has important research value.Based on 1,213 articles of CNKI core journals from 1992 to 2019,we use CiteSpace software to make a visual analysis of keyword co-occurrence,keyword clustering and hot word emergence,and construct a knowledge graph to show the context of policy pilot research.In terms of time trend,the number of policy pilot studies has been increasing with the implementation of major national policy pilot projects.From the perspective of spatial distribution,the hot research on policy pilot covers the fields of house property tax reform,value added tax instead of business tax,emissions trading,new rural social endowment insurance,and so on.The research perspectives include the central-local interaction perspective of focusing on the trigger mechanism of policy pilot,the policy operation perspective of revealing the black box of policy pilot process,and the policy diffusion perspective of highlighting the results of policy pilot.In the future,policy pilot research will face the dual task of promoting the theoretical international voice based on China’s reform practice and contributing the wisdom of reform methodology with Chinese characteristics to solve global development problems.
