摘　　要：中国地方人大代表较之于西方议员相对简单的党派代表属性,其代表的利益表达更具多元性和复杂性。地方人大代表究竟表达谁的利益,学术界无论在法律解释、合法性规范分析还是实证研究上,都存在着分歧和争议。通过对地方人大代表实际履职活动的分析发现,地方整体利益表达、选区局部利益表达、执政党利益表达、利益集团或利益群体的利益表达、个别利益或个人利益表达共同构成了当前地方人大代表利益表达的复合结构。既有研究往往简单化处理了利益表达问题,倾向于强调单一群体的利益代言。在利益多元、利益关系网状交叉的当代中国社会,地方人大代表利益表达具有多重性的特征。Compared with Western parliamentarians,the representatives of local people’s congresses in China are relatively simple in terms of party representation.The expression of the interests of local people’s congress representatives in China is more diverse and complex.On the question of whose interests local people’s congresses express,there are differences and controversies in the academic in terms of legal interpretation,normative analysis and empirical research.The analysis of the actual performance of local people’s congress deputies found that the expression of the overall interests of the local area,the expression of local interests in the constituency,the expression of the interests of the ruling party,the expression of interests of interest groups,and the expression of individual interests or individual interests constitute the current interests of local people’s congress representatives,composite expressive structure.Existing researches tend to simplify the expression of interest,emphasize the interests of a single group endorsement.In the contemporary Chinese society where the interests are diverse and the interest relations are networked,the interests expression of the local people’s congress deputies have the characteristics of multiplicity.
