从新潟县看日本长期护理保险在地方实施的经验

摘　　要：“十三五”时期是我国全面建成小康社会的决胜阶段,也是我国老龄事业改革发展和养老体系建设的重要战略窗口期。研究日本长期护理保险制度,特别是以新潟县为代表,从政策实施的视角看老龄事业与养老产业在地方的协同发展,将为我国摸索建立相关制度,满足老年人需求,使养老服务消费拉动地方经济增长,实现调结构、惠民生提供参考。The“13th Five-year Plan”period is the decisive stage of China’s program to build a well-off society in an all-round way and an important strategic window phase of China’s program to reform and develop elderly care services and pension system.The study of Japan’s long-term care insurance system,especially that in Niigata Prefecture,and the analysis of the coordinated development of the elderly care and the pension industry in the local area from the perspective of policy implementation will provide information basis for China to explore and establish relevant systems to drive local economic growth and reform economic structure for the benefit of the people’s livelihood while meeting the needs of the elderly.
